I want to sue commonwealth edison for phone harment, How??? What Can I DO???

I got the Virgin Mobile Phone in Dec. . .& ever since I got it, Com Ed keep calling me & Harring me about the Bills of the previous telephone number holder. . . I have done everything. It is MAY! They are still calling me. What do I do. . .from a legal standpoint to get them to STOP!!! Thank you.
