What is the name of that movie?

I think (not sure) that it had Nicolas Cage. It had to do with "Directed Explosions" and such. He was blowing stuff up the whole movie. He was an expert, and could destroy exactly what he wanted without damaging innocents. There was a teacup scene where the guy going to drink got his head blown off, while the girl near him was fine. I know this is the worst movie description ever, but I hope someone knows what I'm talking about.
