What can Indonesia do to improve its standard of living?

I watched the News the other night where "boat people" are being smuggled into Australia. The boat people say that life is too hard in Indonesia and they would try again to enter Australia, or any other neighbouring country, regardless of any penalties. Surely, there must be a way for their Government to improve their standards?
