Will a voltage regulator protect me against surges even though I don't have an earth ground?

I live in an older duplex and there is no ground wire so I'm trying to think of ways to get surge protection. I heard that voltage regulators and line conditioners can sometimes protect against surges without a ground, but will all voltage regulators and line conditioners do this, or only some of them?
