Taking a vote on this - Did he do this intentionally?

He obviously does not want to be with you. He said he's not ready for a relationship, so why are you chasing after him? What next, booking tickets to the next places he runs to? That is, IF he's actually leaving the country. I think he said that because he doesn't want to see you. Or maybe his wife won't let him see you.
